What is IFRA?
The International Fragrance Association, or IFRA, represents the fragrance industry internationally and establishes standards governing the use of fragrance ingredients. Based on scientific assessments, these standards define specific conditions of use according to the substances concerned and their applications. These may include concentration limits, restrictions or, in certain cases, prohibitions.
The same fragrance ingredient cannot necessarily be used at the same concentration across every application. Permitted concentrations depend, in particular, on the category corresponding to the product’s intended use. A perfume applied to the skin, a body mist, a fragranced cosmetic product and a home fragrance involve different conditions of exposure and must therefore be assessed accordingly.
Why are IFRA Standards important in perfumery?
Taking IFRA Standards into account enables ingredient safety to be considered from the earliest stages of perfume formulation, while helping to control the concentration of certain substances and anticipate restrictions associated with the intended use of the fragrance composition.
IFRA Standards evolve in line with available scientific knowledge. Fragrance development therefore requires ongoing attention to these standards and to the regulatory requirements applicable to the products and markets concerned.
It is important, however, to distinguish IFRA Standards from regulatory requirements. They form an international risk management system for fragrance ingredients but do not replace the regulations applicable to products placed on the market. A perfume intended for the European market must therefore comply with the relevant regulatory requirements independently of its conformity with IFRA Standards.
IFRA compliance at Laboratoire Orescience

Each perfume development project involves an assessment of the raw materials and concentrations used, taking into account the IFRA category applicable to the product concerned.

This level of rigour brings together creative freedom, technical control and safety, ensuring that perfume creation remains closely connected to the regulatory considerations brands will encounter when bringing their products to market.
What is an IFRA Certificate of Conformity?
An IFRA Certificate of Conformity enables the supplier of a fragrance composition to declare its conformity with IFRA Standards for a specified intended use. Contrary to a common misconception, IFRA itself does not certify individual perfumes or fragrance compositions.
This document contributes to the regulatory traceability of a fragrance project, but it does not replace the safety assessment of the finished product or the regulatory obligations applicable in the market where that product will be sold.
